147.01 ESTABLISHMENT; MEMBERS.
There is hereby established a Recreation Board for the City to consist of five persons, two of whom shall be members of the Board of Education of the Bellaire City School District or members appointed by such Board of Education, and three of whom shall be appointed by the Mayor.

147.02 TERM OF OFFICE.
One member of the Recreation Board shall be appointed for a term of one year, one for a term of two years, one for a term of three years, one for a term of four years and one for a term of five years. Thereafter, such appointments, except to fill vacancies, shall be for a term of five years. All appointments for the purpose of filling vacancies, occurring otherwise than by expiration of term, shall be for the unexpired term and shall be filled in the same manner as original appointment.

147.03 DUTIES; POWERS.
(a) The Recreation Board shall exercise all the rights and authority and shall act under and in accordance with the provisions of Ohio R.C. 755.12 to 755.18, inclusive.
(b) The Board, for the purpose of operating the swimming pool, playgrounds and such other recreational facilities as may hereafter be established, shall authorize the Parks and Recreation Director to employ such officers and employees as it may deem necessary for the operation of the same, with power to determine the number and compensation of such employees. However, the total amount of expenditures of the Board for employees, materials, equipment and all other purposes shall be limited to the amount annually appropriated by Council for recreation purposes.

147.04 PARKS AND RECREATION DIRECTOR.
(a) There is hereby established the position of Parks and Recreation Director, which shall be held by a full-time employee.
(b) The Parks and Recreation Director shall be appointed by the Mayor with the approval of Council and he shall be classified as a department head.
(c) The Parks and Recreation Director shall be the administrative head for the Recreation Board and he shall be subject to the direct control of the Recreation Board. He shall exercise supervision of all employees of the Recreation Board and shall be responsible for the efficient and economical operation of the recreational program. He shall be the manager of the swimming pool, the recreation center, the concession stands and all outdoor and indoor recreation programs including boys' basketball, girls' basketball, tennis, baseball, softball, the playgrounds and the ice skating rink.
(1) The Director shall hire, schedule, assign, supervise and discharge recreational employees and approve hours of work and payrolls of all recreational employees.
(2) The Director shall plan and execute methods and procedures for conducting all phases of the recreational program including the scheduling of events, the use of facilities and equipment, the dissemination of publicity, the inspection and maintenance of facilities and equipment, and the maintenance of an inventory of supplies and equipment.
(3) The Director shall complete such clerical and technical work and such reports as the Board deems necessary and he shall keep all records, including financial, in such manner as prescribed by the Board.
(4) The Director shall attempt to develop a year-round recreational program by developing activities that do not exist in the current program.
(d) The Parks and Recreation Director shall be the administrative head of the City parks system and shall attempt to increase the amount of open space land and to develop the same to park or playgrounds areas; to beautify open spaces and parks lands; to develop the City-wide park system; and to coordinate and direct the construction of new parks and playgrounds.
(e) The person appointed to such position shall have an awareness of the recreational needs and resources of the community and must have the ability to supervise and communicate instructions to employees. He shall also have some knowledge of establishing and maintaining an acceptable accounting procedure and have the ability to perform minor maintenance of equipment. He must be a graduate of high school and attendance or graduation from a recognized college or university is desirable, but not necessary.
(f) The Parks and Recreation Director shall attend meetings of Council and meetings of the Recreation Board at the request of Council and the Recreation Board, respectively.
