141.01 ESTABLISHMENT; MEMBERSHIP.
There is hereby established a Board of Health, composed of five members appointed by the Mayor and confirmed by Council. The term and the duties of the Board of Health are as set forth in Ohio R.C. 3709.05 et seq.

141.02 PERSONNEL.
The Board of Health shall appoint a Health Commissioner, a clerk and a public health nurse. The public health nurse shall be a registered nurse.

141.03 DUTIES OF HEALTH COMMISSIONER.
The Health Commissioner shall perform all duties which the law provides that a Health Commissioner shall perform, including all duties imposed upon him by the City Health District and the State Department of Health. He shall be secretary of the Board of Health and must keep a complete and accurate record of the actions of the Board. He shall be the executive officer of such Board and must carry out and enforce all orders and regulations of the City Health District and State Department of Health. He shall keep the public informed in regard to all matters affecting the health of the City.

141.04 DUTIES OF PUBLIC HEALTH NURSE.
The public health nurse shall perform all duties which the law provides that a public health nurse of the City Health District shall perform, including all duties imposed upon her by the City Health District and the State Department of Health. She shall perform all duties incident and connected with maternal hygiene, child hygiene, communicable diseases, tuberculosis control, prenatal service, home visits in the inspection of school children and all other adequate public health nursing services.

141.05 DUTIES OF CLERK.
The clerk shall perform all duties incident to and connected with the office of clerk of the City Health District, consisting of the preparing and keeping of records and reports, statistical data, contact with public and all other duties that may be imposed upon the clerk by the City Health District.
